Hi - I had a trip planned from Tokyo going west to Osaka and Kyoto (etc). Are the bullet trains running fine that direction? Are there power cuts and things that way?

I think they are, I'm going to Kyoto next week, flying to Tokyo first. I phoned the ryokan in Kyoto, no power cuts:)

Yes, going west is no problem at all - all bullets are back to working fine now west of Tokyo, and even some northern ones are working properly!
