Can I buy rail pass at Tokyo?

I'm Chriss,
1.I'm going to Japan for 13 days with my husband, my trip start tomorrow morning(10/01/2014 Friday), if I want buy online is not enough time to wait the delivery voucher. May I buy the pass in tokyo the once I arrive in Tokyo?

  1. Actually, I'm start using the pass at 15/01/2014- 21-01/2014(7 days). Where I can buy the pass?
