I am in the US & I was told if I buy the "rail pass" in the states its cheaper vs buying when I arrive. Is this true? Also how do I know what pass to buy? Im VERY new to traveling & I dont want to spend unneeded funds, traveling light on money.

The can help you make great savings over normal rail tickets in Japan. The JR Pass itself is only for tourists and not purchasable in Japan.
