In general the Tokyo to Kyoto Hikari bullet service valid for JR Pass holders departs every 30 mins from Tokyo station during the day.

I came to Mishima already, which city is more close than Tokyo where I can buy JR ticket to go there,
and than transfer to JR East, since I have bought the JR East ?
For Kyoto, you will need to leave the JR-East region and travel through JR-Central to JR-West where Kyoto lies.
If you are in Mishima, (which is already in the JR-Central region) I recommend you simply travel from there down to Kyoto direct. You will not be able to use the JR-East pass for this.

If you check this map of JR-East region it does appear your nearest entry point is Tokyo itself. I recommend you travel to Tokyo first and then use the JR-East pass from there.
