I'm planning to purchase the JR East Tohoku Pass and the Hokuriku Arch Pass. My local travel agent said that I will not be able to reserve a seat until the passes are activated in Japan. Are there any ways to reserve the seats before we leave for Japan?
Does the Hokuriku Arch Pass covers the trip from Haneda Airport to Tokyo?

Your travel agent is correct - you'll need to have exchanged your order in Japan before you can begin reserving seats.
Yes, the pass covers the Tokyo Monorail between Haneda and Tokyo Station.
