My son is in the navy stationed in yokosuka. We plan to visit and purchase a rail pass. Can we purchase one for him to use while we are there?

Hi there,
Only foreign tourist who visit Japan under a tourist visa are eligible for the JR Pass, other visa types such as military can't use the JR Pass.
