Yes, the nationwide Japan Rail Pass covers 100% of the JR East region, along with 100% of the JR Hokkaido, JR West, JR Shikoku and JR Kyushu regions.

I'm afraid the jr pass can only be purchased outside Japan. As you are already in the country, maybe you could look at highway buses? (they will take much longer, but will be a discounted means of travel)
