I'm going to Japan 3/31/2014. I'm going to stay 28 day in Japan , so can I buy a 7 day pass and 21 day pass for the whole time?

That's no problem, you can buy as many passes as you like but do keep in mind that you have to activate them within 90 days after purchase.
