I'm very sorry to tell you, but no, JR will not accept faxes or copies of invoices and JR Passes as they require the full, original JR Pass Exchange Order coupons to issue your full JR Pass. JR are very strict on this matter, and so I'm afraid you will not be able to use your copies.
I recommend you ask a family member or friend to forward them onto a hotel or place of residence in Japan - this may mean that you will not be able to travel to Kyoto immediately using the rail pass however :(.
As another suggestion, you may be able to purchase a JR Pass from a local agent in Chicago before you go. Here's a list of [JR agencies in North America for you to look into]. If you do decide this, we can always issue a refund for unused JR Pass Exchange Orders once they are returned to us.
