Hubby and I will revisit Japan next May for a week. Our plan includes the Ashikaga Park, Fujiyoshida and Teteyama Alpine Route. I have researched and think that the JR East Pass (Niigata, Nagano Area) for 5 days at the cost of JPY18,000 should be our best option. Would you agree?
And, I note that for the Tokyo-Fujiyoshida trip, this pass does not cover the second leg from Otsuki to Fujisan (Fuji Kyuko Line). Does it mean that we need to get off on arrival at Otsuki, exit, buy a ticket for Fujisan and board the Fuji Kyuko train? Or there's no need to exit but to board the train and pay the fare on arrival at Fujisan station?

Yes, the JR East Pass (Niigata, Nagano Area) would likely to be the best option.
For travel to Otsuki, you can remain on the train (assuming it is a direct train). You can either pay the extra fare ahead of time at any JR Window when reserving the seats, on board with the conductor, or on arrival at the fare adjustment station.
