The suica monorail discount is offered to foreigners visiting Tokyo at Haneda to get to the city. Can it be purchased from overseas since my flight lands at 5AM and the JR East travel service center isn't opened until 0730?

Hi there,
The Suica Monorail package is no longer being sold. You can purchase a normal Suica card if you want to use one.
There is a discount ticket available for travelers who also use the Yamanote line:
