I am planning to make a stop at Fukuroi in Shizuoka but have 3 concerns:
1. As a smaller station, are there storage lockers available where I can keep the bags until I get back to the train?
2. Are there taxis readily available at train stations?
3. Do taxis readily take credit cards or is cash the norm in smaller towns.

Hello there,

1.) Coin lockers are nearly everywhere in Japan, not just stations but also at museums, temples and so on. Even small stations have at least one locker wall.

2.) In biggest cities yet, otherwise you can ask the station staff to call one for you.

3.) Cash is by far the preferred option, sometimes cards are taken too.
