As this is a JR Pass forum, I assumed that JR-related questions are allowed.

Regarding ICOCA&Haruka set. The set is available for both One-way and Round-trip. One-way tickets are also available from other stations (Osaka, Shin-Osaka, Tennoji, JR-Namba, Kyoto, Sannomiya, Nara, Kansai-airport).

If I buy only ICOCA at the airport, will I be able to buy the discounted one-way Haruka ticket from other stations (i.e. Kyoto station)?

This site implies that it's not possible, quoting: "If you choose One-way type, return ticket to Kansai Airport will be regular price (no discount)."
But this thread gives me hope.

Hi there,

In this regard I have the same information as you, so I assume you can just buy a one way discounted ticket at any of the bigger stations as well.

May be worth it to shoot JR West an e-mail with this question!

So, I did what you suggested and here's their reply:

Thank you for your interest in purchasing ICOCA&HARUKA.

You are able to buy “HARUKA discount ticket to Kansai-airport” if you present your ICOCA card which you have bought upon your arrival at other stations.

Please note that you are able to purchase this ticket only at the following JR-WEST station ticket offices. Kyoto, Shin-Osaka, Osaka, JR Namba, Tennoji, Kansai-airport, Sannomiya, and Nara
